What Is Operation Green Scheme And eNAM ?

In the Union budget for 2018-19, Operation Green was announced along the lines of Operation Flood with an allocation of Rs 500 crore. Farmers are given the right price for their produce through this operation, which is essentially a price fixation scheme. With the help eNAM, this operation become more successful.

The program aims to increase tomato, onion, and potato production. In addition, it aims to promote farmer producers’ organizations, agri-logistics, processing facilities, and professional management. Operation Greens aims to double farmers’ incomes by 2022. The operation green scheme will be expanded beyond tomatoes, onions, and potatoes (TOP) in the Union budget for FY 2021-22. As a result of the move, the government intends to create more efficient value chains for perishable goods.

What is Operation Greens ?

Farmers’ produce prices are fixed through Operation Greens. The program aims to ensure that farmers receive a fair price for the resources they produce. The program aims to organize the marketing of TOP vegetables, i.e. tomatoes, onions, and potatoes, by connecting farmers with consumers.

Government will provide financial assistance through Operation Greens to Farmer Producer Organizations, State Agriculture and Marketing Federations, cooperatives, companies, food processors, self-help groups, etc.

To facilitate Operation Greens, the E-NAM platforms will be connected to the Agriculture Produce Market Committee (APMC). Through this scheme, the government has also decoded help in developing 22,000 agricultural markets.

Under the Agricultural Produce Market Committee Act, APMCs are statutory market committees constituted by state governments to regulate trade in notified agricultural, livestock, or horticultural products. 

To create a unified national market for agricultural commodities, the e-National Agriculture Market (E-NAM) uses a portal for electronic trading pan-India and connects existing APMC mandis.

Objectives of Operation Greens 

• By properly planning the production of TOP clusters and introducing dual-purpose varieties, prices will be stabilized for consumers and producers.

• Targeted interventions to strengthen FPOs and TOP production clusters and link them with markets in order to increase value realisation for TOP farmers.

• Developing appropriate agro-logistics, creating farm gate infrastructure, and linking consumption centers can all reduce after harvest losses.

eNAM: Know it all about

The initiative was launched by the Ministry of Agriculture, Government of India. Prime Minister Narendra Modi launched the electronic market pilot across India on 14 April 2016. Small Farmers’ Agribusiness Consortium (SFAC) manages the Portal with NFCL’s iKisan division as the technology provider.

Indian agricultural commodities can be traded online through the National Agriculture Market, or eNAM. Online commodity trading facilitates the exchange of commodities between farmers, traders, and buyers.

The market assists in the discovery of better prices and facilitates the marketing of produce more smoothly. In January 2018, there were 36,200 crores (an equivalent of 410 billion dollars or US$5.2 billion in 2020) in market transactions, mostly intra-market transactions. Its commodity list currently includes more than 90 commodities, including staple foods, vegetables, and fruits.

eNAM markets are popular because crops are weighed immediately, stock is lifted on the same day, and payments are cleared online. In February 2018, some attractive features like a MIS dashboard, BHIM and other mobile payments, and improved features on the mobile app such as gate entry and payment through mobile phones, together with access to Farmers database, are helping adoption even more. Trading of agricultural commodities is mostly done intra-market at present, but in phases, it will be rolled out to trade inter-market and inter-state, creating a unified national market.
